Sportfishing Club of the British Isles - Rules

( Updated following revision at the 2011 AGM)

 

S.C.B.1. RULES

 

1. NAME

The name of the Club shall be the SPORTFISHING CLUB OF THE BRITISH ISLES

2. CLUB LOGO

Only the approved form of the Club logo, at present incorporating the initials SCBI with a Billfish representation, may be used for all artwork connected with printing or articles of clothing. The use of the Club's name and/or the reproduction of the club's logo by members of the club is only permitted once written permission has been given by the Committee and then, where appropriate, using artwork supplied by the Club.

3. OBJECTIVES

a) To promote fellowship amongst like-minded people by meetings, letters, trips, competition for awards and trophies and press editorial matters.

b) To provide information to Members for the better enjoyment of their Sport by providing information on techniques, tackle, records (both Club and European). Up-to-date recommendations regarding places to fish throughout the World, information on travel, accommodation, fish availability, and assessment of boats, skippers and costs based on Members first-hand reports and those of local IGFA representatives.

c) To represent the Club abroad by taking part in competitions, conferences, meetings in other countries and being prepared to welcome foreign Sportfishermen to the British Isles.

d) To explore and exploit previously unrecognised fishing areas by assessing the area and potential, by sampling opinions, weighing information, sightings, and landings and by practical application of all recognised sportfishing techniques, for all known species.

e) To conduct the Sport in the spirit of the Rules of the International Game Fish Association - by being mindful of the needs of conservation, prevention of pollution or other conditions which might interfere with the indulgence and enjoyment of fishing in general.

4. MANAGEMENT

 

a) The Officers of the Club shall consist of a Chairman, Vice-Chairman, Secretary, and Treasurer. As many others as required to ensure the affairs of the Club are conducted to the satisfaction of the Members may be co-opted. These Officers shall be known as the Committee.

b) The Committee shall not number less than five and will not exceed one-third of the total membership.

c) All the appointments of Committee members of the Club are honorary, and by election. Their tenure of office is for one year only, but Members may offer themselves for re-election at the AGM.

d) A quorum shall consist of any four members of the Committee.

e) Sub-Committees may be formed and individuals co-opted at the discretion of the Committee for as long a duration (a maximum of one year) and as required by the Committee, without reference to the Membership.

f) The business of the committee may, if agreed by all its members, be conducted electronically

g) In the event of a split vote the chairman shall have the casting vote


5. NON-EXECUTIVE APPOINTMENTS

Non-Executive appointments of a President, and as many Vice-Presidents as required are of lifelong duration, and by invitation of the members. Invitation to be extended by acceptance of a resolution by at least two-thirds majority of members.

6. MEMBERSHIP

There shall be five classes of Club Membership, Full, Honorary, International, Associate, and Junior.

Membership of the Club shall be limited to 125 Full Members. There shall be no more than 25 individuals within each of the other three classes of membership.

a) A Full Member has full rights of membership including voting, the right to represent the Club, and to fish for the Club's trophies. The partner of a Full Member has the right to fish for the Ladies Trophy, but no voting or representation rights unless specifically agreed to by the Committee. Any nominated junior ( under the age of 16 years at the time of capture) being mentored by a full club member shall be entitled  to fish for the Junior Trophy, but shall have no voting or representation rights.

b) A Full Member will be expected to take an active interest in Club affairs and where possible to attend the AGM. Members not conforming to these requirements may be asked to take Associate Membership.

c) Applicants for membership must be proposed by a Full Member and fully complete an S.C.B.1 Membership Application Form. This must be signed by the Proposer and where possible a Seconder and forwarded to the Membership Secretary together with full entrance fee and relevant subscription fee. This may be waived at the discretion of the Club Officers.

 

d) Upon receipt of the above by the Membership Secretary, the proposed applicant will be accepted as a Probationary Full Member for one year from that date. During this time the Committee may terminate his/her membership at any time if he or she is deemed to have broken Club rules or to have acted in a manner injurious to the interests of the Club, its Members or its objects. The Committee's decision will be final and no refunds of entrance or subscription fees will be made to the expelled Probationary Full Member.

e) At the end of the Probationary period the Probationary Full Member will automatically become a Full Member of the Club without notification by the Committee.

f) The Committee may elect honorary Members, usually as a mark of gratitude or respect for outstanding achievement or service to the Club or Sport. No entrance or subscription fees will be levied (or refunded). Full rights of membership apply other than voting or representing the Club, unless specifically agreed to by the Committee.

 

g) An International Member has full rights of membership other than voting or representing the Club, unless specifically agreed to by the Committee.

h) International Members will not be required to attend the AGM but will be expected to take an active interest in Club affairs.

l) Applicants for International Membership may be introduced by a Proposer (an existing Full Member) only, providing that the prospect is well known to him, or her. The applicant must fully complete an S.C.B.I. Membership Application form, which must be signed by the Proposer and forwarded to the Membership Secretary together with full entrance fees and relevant subscription fees.

 

j) Upon receipt of the above by the Membership Secretary, the proposed applicant will be accepted as a Probationary International Member for one year from that date. k) At the end of the Probationary period the Probationary International Member will automatically become an International Member of the Club without notification by the Committee.

l) Full Members who no longer wish to take an active interest in Club affairs and/or to attend Club meetings but wish to receive newsletters and Club magazines may become Associate members. Associate Members have no membership rights.

m) The Committee shall be empowered to terminate membership of the Club of any Member whose alleged conduct is, or may be injurious to the interests of the Club, its Members or its objects. Before calling for the resignation of a member the Committee shall investigate the circumstances fully and the Member shall be given reasonable opportunity to justify his/her actions in writing, or verbally and later confirmed in writing, to the Committee. The Committee's decision to terminate membership shall be made on a majority vote of those present at a Meeting of Enquiry.

n) Any person ceasing to hold membership of the Club shall forfeit all rights and privileges of membership, but shall remain liable for the return of any property or monies belonging to the Club and any subscriptions or other dues which become payable or are incurred before the date of resignation or expulsion.

7. SUBSCRIPTIONS AND ENTRANCE FEES.

Subject to the provisions of rule 6(f) an annual subscription, payable by individual members shall be such a sum as the members determine from time to time at the AGM, and shall be payable by January 31st each year (Currently £30 – 2011). Any member whose subscription is unpaid 28 days after the due date of payment is liable to forfeit membership. Any member who pays their subscription for the next year prior to 31st December of the current year may pay at the rate in effect for the current year. This will enable members to pay in advance or by standing order if they wish to do so.

The annual subscription rate for International Members shall incorporate a premium of 10% over that for Full Membership (currently £33 – 2011).

The annual subscription rate for Associate Membership shall be two thrids of that for Full or International Membership.

New members (both Full and International Members) shall pay an entrance fee which is the annual subscription plus £10 or another amount to be determined at the AGM. This will include the annual subscription for the year in which they join. New members who join after 30th November will not be required to pay the annual subscription fee the following year.

8. MEETINGS

General Meetings will be held if determined by the Committee. Members will be advised of all meeting including place and time, in advance by regular newsletters.

An Annual General Meetings shall be held normally in January of each year at which members of the Committee shall be elected for the following year. Accounts to 31st December preceding shall be presented and subsequently certified, and all normal business associated with an AGM of a club of this category shall be observed.

Extraordinary General Meetings may be called on the instructions of Committee or on the written request of seven or more members of the Club. A notice of the meeting specifying the business to be transacted shall be sent to each member of the Club at least 14 days before the meeting, after allowing for delivery. No business other than stated on the notice shall be considered at the meeting.

Records of the business transacted and topics discussed, known as Minutes, should be taken by a responsible person at all formal meetings of the Club. The Minutes of the previous meeting having been prepared following the AGM and held by the Club Secretary. These are to be read by the Secretary and approved by the members present at the next AGM.

Apologies for absence should be made to the Secretary before the day of the meeting. Failure to notify the Secretary may render a liability for a share of the cost (it any) of the meeting at the Treasurers discretion.

9. AFFILIATIONS

 

The Club may be affiliated to such associations as may be decided by the Committee, and send delegates at their discretion.

 

 

10. VISITORS or GUESTS

Visitors or Guests are welcome to Meetings of the Club, except at the discretion of the Committee. Members should inform the Secretary in advance of their intention to bring a quest, stating at the time whether the guest is a prospective member or not. Visitor’s names and the name of the member with them to be recorded in the minutes
11. DONATIONS

Donations of money, cups, trophies, etc., may be made to the Club funds at any time.

12. ALTERATIONS TO RULES

 

No alterations, repeal or addition to the Rules shall be made other than by resolution either at an AGM or EGM, and carried by at least two-thirds majority of the members present. Notice of such alteration, repeal or addition must be given by the Secretary, in writing or by email to the last known addresses, fourteen days before such meeting.

13. DISSOLUTION OF THE CLUB

The Club shall not be dissolved so long as fifteen individual members belong to it, and then only provided the majority agrees thereto. In the event of the dissolution, any Club property remaining shall be equally divided amongst the existing members, only after all outstanding liabilities have been met.

14. COMPETITIONS

 

All competitions held by members shall be under rules accepted by the Committee as recommended by the organisers of the competition.

 

 

15. LIST OF MEMBERS

A list of Members shall be maintained by the committee. Access to this list  shall only be via a member of the committee. This should contain a list of members, (including partner’s name with their permission) addresses and telephone numbers and other contact details
